These people have strong competence but surprisingly low commitment. They can do the work well but hold back.

Here's what makes this stage tricky to spot: Capable & Cautious people do good work when directed but don't initiate much.

They wait for clear instructions, seek approval more than needed, and often say "just tell me what you want."
